ART. 10. Le Gouvernement français aura le droit, à toute époque, en prévenant six mois d'avance, de transférer à la Compagnie la manipulation du service de transmission par le Câble.
ART. 11. Les dépêches officielles du Gouvernement français jouiront d'une réduction de moitié sur toutes les lignes de la Compagnie "Eastern Extension" au sud de Hong Kong. L'exercice et les limites de ce droit à un tarif réduit pour les Agents du Gouvernement seront déterminés par arrêtés ministériels spéciaux.
L'administration française sera créditée dans les comptes mensuels du montant de cette réduction.
ART. 12. On appliquera pour le service de la correspondance avec l'Annam et le Tonkin le tarif des taxes de la Compagnie établi en conformité avec les conventions télégraphiques internationales.
La Compagnie s'engage à ne pas surélever les taxes une fois établies pour ce service sur ses lignes sans une autorisation expresse du Ministre de la Marine et des Colonies. Toute modification de ces taxes devra être approuvée par l'Administration française et ne pourra être faite que par fraction compatible avec le système monétaire français et pouvant être représentée par des monnaies usuelles. Ces tarifs seront établis sur des bases uniformes, tout tarif de faveur étant rigoureusement interdit.

ART. 10. The French Government shall have the right at any time on giving six months' notice, to transfer to the Company the working of the service of transmission over the Cable.
ART. 11. The official correspondence of the French Government shall enjoy a reduction of half rates upon the whole of the system of the Eastern Extension Company south of Hong Kong. The exercise and the limits of this right to a reduction for the Agents of the French Government shall be fixed by special Ministerial decrees.
The French Administration shall be credited with the amount of this reduction in the monthly accounts.
ART. 12. Such tariff of charges of the Company as may be fixed in accordance with the International Telegraph Conventions shall be applied to the Company's telegraph service with Annam and Tonquin.
The Company undertake not to raise the rates once established on their lines for that service without the express authorization of the Minister of Marine and of the Colonies. Every modification of these rates shall be approved by the French Administration and shall be in accordance with the French monetary system, and so as to be represented by the ordinary currency. The tariff shall always be established upon uniform bases, any tariff giving favour being strictly prohibited.

mission of this same correspondence, that is to say of that coming from and addressed to places other than Cochin-China Annam and Tonquin, transiting from cable to cable at Haï-Phong, shall be effected by the Com- pany's employés.
The Company shall through their accredited repro- sentatives, have the management of the electric working. The use of the currents shall be regulated so as to perform the service in agreement with the electricians of the French Administration. The tests of the Cable shall be made in the usual way by these agents to whom every facility shall be afforded for the purpose. The French Administration shall incur no responsibility in this respect.
